The Israeli Attacks Amount to a Declaration of War Against the Islamic Republic of Iran

The Foreign Minister wrote in a letter to the United Nations: “Israel, the most terrorist regime in the world, has now crossed all red lines, and the international community must not allow these crimes to go unpunished. The Security Council and the Secretary-General must immediately and unequivocally condemn them and take action.”

Following the military aggression of the Zionist regime against several locations in Iran — including military bases, nuclear facilities, and residential buildings, which resulted in the martyrdom and injury of a number of military commanders, university professors, and innocent Iranian women and children — Seyed Abbas Araghchi, Minister of Foreign Affairs of the Islamic Republic of Iran, in a letter addressed to the President of the Security Council and the Secretary-General of the United Nations, described this aggressive act as a declaration of war against the Islamic Republic of Iran and called for the Security Council to address the matter urgently.

The Israeli Regime Has Deliberately Escalated a Crisis

In the text of the Foreign Minister’s letter it states:
With utmost urgency and deep concern regarding the aggressive and illegal action of the Israeli regime against the Islamic Republic of Iran, I am sending this letter to you. The Israeli regime, through a reckless and deliberate escalation of a crisis that clearly violates the UN Charter and the most fundamental norms of international law, has carried out a series of coordinated military attacks against cities, peaceful nuclear facilities, military commanders, and ordinary citizens. Among the targets was the Natanz nuclear facility, one of Iran’s main nuclear sites, which operates under the full supervision and safeguards of the International Atomic Energy Agency.

Israel’s Action Is a Clear Example of State Terrorism

Araghchi adds:
This reckless attack has not only endangered the lives of Iranian civilians but has also created the danger of a radiological disaster, posing a concerning threat to regional and international peace and security. Any deliberate military attack on nuclear facilities under international safeguards constitutes a gross violation of international law. This dangerous attack further undermines the global non-proliferation regime and the overall function of the International Atomic Energy Agency. At the same time, a number of targeted assassinations against senior Iranian military commanders and scientists were carried out in Tehran. These premeditated and deliberate actions are clear examples of state terrorism. Responsibility for these heinous crimes, arrogantly and publicly claimed by the Prime Minister of the regime himself, amounts to a blatant admission of responsibility for the attack.

The letter further states:
These cruel actions are not only a serious violation of the sovereignty and territorial integrity of Iran as an independent member state of the United Nations, but under international law and international humanitarian law — including the Geneva Conventions — they constitute acts of aggression and war crimes. More importantly, these horrific attacks represent a clear violation of Article 2(4) of the United Nations Charter, which explicitly prohibits the threat or use of force against the territorial integrity or political independence of any state. These coordinated actions amount to a declaration of war against the Islamic Republic of Iran and are part of the broader pattern of illegal and destabilizing behavior by Israel in the region, posing a serious threat to international peace and security.

Israel Has Crossed All Red Lines

Araghchi writes:
Israel, the most terrorist regime in the world, has now crossed all red lines. The international community must not allow these crimes to go unpunished. The Security Council and the Secretary-General must immediately and unequivocally condemn this and take action. This is not merely a military attack on a nation — it is a direct assault on the principles that form the foundation of the international legal order. Lack of accountability will only embolden the aggressor, reward impunity, and fuel greater chaos in an already unstable region. The Islamic Republic of Iran affirms its inherent right to self-defense under Article 51 of the United Nations Charter and will respond decisively and proportionately to these illegal and cowardly actions.

Iran’s Right to Act Is Non-Negotiable

The Foreign Minister concludes:
The Islamic Republic of Iran will act with full determination to protect its sovereignty, people, and national security. This right is non-negotiable. Israel will deeply regret this reckless aggression and the major strategic miscalculation it has committed. Given the seriousness of this illegal aggression and its consequences for international peace and security, I request the urgent and emergency convening of a Security Council session. The Council must fulfill its responsibilities under the Charter, strongly condemn this act of aggression, and take immediate and concrete measures to hold the Israeli regime fully accountable for its crimes. I request that this letter be published as a document of the Security Council and circulated to all Member States.
