Details of Iran’s seven conditions to join CFT released

Iran has published the full text of the law on joining the International Convention for the Suppression of the Financing of Terrorism (CFT), along with seven conditions set by Tehran for its accession.

According to Mehr News Agency, the details of the law on Iran’s accession to the International Convention for the Suppression of the Financing of Terrorism — approved by the Iranian Parliament on December 5, 2018 — were officially communicated by the president through letter No. 123072 dated October 21, 2025.

The law has been forwarded for implementation to the Judiciary, the Ministry of Interior, the Ministry of Intelligence, the Ministry of Justice, the Ministry of Foreign Affairs, the Ministry of Economic Affairs and Finance, and the Central Bank of Iran.

The legislation consists of a preamble, 28 articles, and an annex. Under the law, the Iranian government is required to evaluate its interaction with the Financial Action Task Force (FATF) six months after depositing the instrument of accession, particularly regarding the permanent removal of Iran from the list of non-cooperative countries. If FATF members fail to act or delay the process, Iran reserves the right to reconsider its membership in the convention.

Among the seven conditions stipulated by Iran for joining the CFT, one of the most significant is Clause 5, which explicitly states that Iran’s accession to the convention does not imply the recognition of or the establishment of any relations with the Zionist regime.
