According to the Persian version of the IRNA report, Amir Saeid Iravani, Iran’s ambassador and permanent representative to the United Nations, said during the emergency session of the Security Council on the Israeli regime’s attacks against Iran:
“There is no doubt whatsoever about the complicity of the United States in these terrorist attacks. American officials have explicitly and brazenly admitted their deliberate role in assisting and facilitating the grave crimes and flagrant violations committed by the Zionist regime since last night — including through the intentional transfer of weapons to this regime. We will never forget that our people lost their lives as a result of attacks carried out by the Zionist regime using American weapons.”

Madam President,
We warmly congratulate Guyana on assuming the presidency of the Security Council this month and thank you for organizing this urgent and important meeting. We also appreciate Under-Secretary-General Ms. DiCarlo and Director General Mr. Grossi for their participation in this session.
We wish to thank Algeria, Pakistan, China, and the Russian Federation for supporting this emergency session aimed at addressing the aggressive and illegal actions of the Israeli regime against the Islamic Republic of Iran—acts which constitute blatant violations of international law and the UN Charter.
Today, I speak on behalf of the people and government of the Islamic Republic of Iran, with utmost urgency and profound concern, addressing the Security Council.
Madam President:
Last night, the Israeli regime—the world’s most dangerous and terrorist regime—carried out a series of coordinated, premeditated military strikes on several Iranian cities, with full intelligence and political support from the United States of America. These aggressive and illegal attacks targeted peaceful nuclear facilities, military centers, critical civilian infrastructure, and residential areas. Among the main targets was the Natanz nuclear complex, which is fully safeguarded and monitored by the International Atomic Energy Agency.
Madam President,
We strongly and unequivocally condemn these criminal and savage attacks. A series of targeted assassinations of senior military officials, nuclear scientists, and innocent civilians have occurred. So far, seventy‑eight people, including senior military officials, have been martyred, and more than 320 have been injured—mostly civilians, including women and children.
This morning, the Israeli regime continued its aggressive actions against Iran, striking several civilian and military sites across cities. These intentional and systematic killings are not only illegal but inhuman and represent a horrifying exhibition of calculated aggression.
These crimes are clear examples of state terrorism and gross violations of international law.
Madam President,
The inaction of the UN, the Security Council, and the International Atomic Energy Agency, despite Iran’s repeated documented warnings about the Israeli regime’s threats to nuclear sites, has severely undermined the credibility and authority of these institutions. Their silence in the face of repeated Israeli provocations has emboldened this rogue regime to intensify its aggressive actions beyond all red lines.
It must be stated clearly: this reckless attack on a safeguarded nuclear site not only threatens fundamental principles of international law but also wounds the human conscience. Any harm to such facilities could trigger catastrophic radiological consequences, extending far beyond Iran to the entire region. Only a regime devoid of humanity and accountability would risk the lives of millions to achieve its destructive aims.
These actions constitute explicit and blatant violations of multiple international legal instruments: the IAEA Statute, the Nuclear Non-Proliferation Treaty, the Geneva Conventions, and several Security Council and IAEA General Conference resolutions, all of which clearly forbid attacks on or threats to safeguarded nuclear facilities.
Moreover, this aggression is a gross violation of the UN Charter, especially Article 2(4), which explicitly prohibits any threat or use of force against the territorial integrity or political independence of any member state.
The Israeli regime has also violated the sovereignty and territorial integrity of Iraq. Today, the Iraqi Permanent Mission officially protested this breach via a letter to the Security Council and the UN Secretary‑General.
Madam President,
Countries that support this regime—especially the United States—must recognize their partnership in these crimes. By facilitating and enabling these actions, they bear full responsibility for the consequences. Supporting Israel now means supporting war crimes, crimes against humanity, and the deliberate destruction of global peace and security.
The crimes of the Zionist regime against the oppressed people of Palestine, its repeated violations of regional sovereignty, and its possession of undeclared weapons of mass destruction have turned the Middle East into a perpetual zone of instability since its founding. Now is the time for the international community to act: this regime must be disarmed of all WMDs, placed under international supervision, and held fully accountable for its actions.
This is not merely a regional issue or an attack on a single country—it is a direct assault on the international order, the UN Charter, the UN system, the nuclear non‑proliferation regime, and the authority of the IAEA.
Leaders of the Israeli regime, including its criminal prime minister, have shamelessly and publicly claimed responsibility for these heinous actions. Their statements confirm their intent: to derail nuclear negotiations, demolish the diplomatic process, and drag the region into a broader conflict. There can be no doubt.
Furthermore, this aggression was deliberate, coordinated, and fully supported by one of the Security Council’s permanent members: the United States of America.
There is no doubt about U.S. complicity in these terrorist attacks. American officials have brazenly admitted their active role in aiding and abetting the serious crimes committed by the Israeli regime since last night—including the deliberate transfer of weapons to that regime. We will never forget that our people lost their lives as a result of Israeli attacks using U.S. weapons.
These actions amount to a declaration of war. This is the latest link in a long-documented chain of illegal, destabilizing, and aggressive behavior by the Israeli regime, which has enjoyed total impunity thanks to the support of its patron powers. This situation must end.
Madam President,
The Security Council must now act with determination and clarity. In 1981, in response to the Israeli military attack on Iraq’s Osirak reactor, this Council unanimously adopted Resolution 487 (1981), condemning the attack as a grave breach of the UN Charter and international law. The Council also demanded that the criminal regime refrain from similar acts in the future. Had the Council then acted effectively and held Israel accountable, we would not be facing such brazen aggression today—an outcome directly resulting from decades of inaction and double standards.
Madam President,
The Islamic Republic of Iran once again emphasizes its inherent right to legitimate self‑defense under Article 51 of the UN Charter. We will respond firmly and proportionately, at the time, place, and manner of our choosing. This is not a threat but a natural, lawful, and necessary outcome of an unprovoked military attack. Iran’s response will be decisive, in full compliance with international law, aimed at restoring deterrence, protecting our national sovereignty, and upholding international rule-based principles. No aggressor should enjoy impunity.
Madam President,
We have called for this emergency meeting because we expect this Council to fulfill its responsibilities under the UN Charter. The Security Council must strongly condemn Israel’s illegal aggression. It must immediately act with concrete measures to hold this regime accountable and prevent further erosion of international peace and security.
Anything less would signify the collapse of the international system and an invitation to chaos. Let me conclude with a simple, undeniable truth:
It was the Israeli regime that attacked Iran. It was the Israeli regime that violated international law and the UN Charter. The Israeli regime must be held accountable. The Security Council must act now to halt these acts of aggression. Silence equals complicity in this crime.
