Iran Condemns Illegal Action by Three European States to Reinstate Terminated UN Security Council Resolutions

The Iranian Ministry of Foreign Affairs condemned the action of France, Germany, and the United Kingdom in abusing the JCPOA dispute resolution mechanism to reinstate UN Security Council resolutions that had been terminated under Resolution 2231 (2015) and the JCPOA, describing it as illegal, unjustified, and provocative.

UN Security Council Resolution 2231, as an integral part of the Joint Comprehensive Plan of Action (JCPOA), endorsed the JCPOA in its annex, confirmed the exclusively peaceful nature of Iran’s nuclear program, removed unfounded doubts about its nature, and at the same time introduced stringent verification measures. Under Resolution 2231, all Security Council resolutions imposed on Iran between 2006 and 2009 were terminated, and it was decided that Iran’s nuclear issue would be removed from the Council’s agenda in September 2025.

The destructive move by the three European states to revive the terminated UN resolutions comes at a time when Iran’s safeguarded nuclear facilities have been subjected to illegal attacks by the Zionist regime and the United States—attacks that blatantly violate the UN Charter, endanger international peace and security, and severely undermine the foundations of the non-proliferation regime. Not only did the three European states fail to condemn these acts of aggression, but by abusing the JCPOA dispute resolution mechanism, they have compounded their illegal conduct.

These governments have also ignored the Iran–IAEA understanding of September 9, 2025, despite its broad international reception, even though their main pretext for invoking the snapback mechanism was alleged lack of cooperation between Iran and the Agency. Moreover, they dismissed Iran’s reasonable proposal—which they themselves admitted was rational—on flimsy grounds, since their true aim from the outset has been to pursue excessive political ambitions.

The Islamic Republic of Iran has consistently sought to keep open the path of diplomacy and engagement. However, these countries, despite their claims, have so far failed to demonstrate independence and have instead followed the unilateral and unlawful policies of the United States.

The Islamic Republic of Iran emphasizes:

1. Today’s action by the three European states in the UN Security Council, aimed at reinstating the terminated resolutions, is illegal, unjustified, and provocative, and gravely undermines ongoing diplomatic processes.

2. Full responsibility for the consequences of this action, should it result in the return of terminated Security Council resolutions against Iran, rests with the United States and the three European states, which—by distorting facts and making baseless allegations—have also pressured some non-permanent Council members to join them.

3. Today’s action to reinstate Security Council sanctions, carried out without consensus and despite strong opposition from several Council members, further erodes the credibility of the Security Council and deals a blow to diplomacy and the non-proliferation regime.

4. Iran’s peaceful nuclear program is based on the will and determination of the Iranian people for scientific and technological advancement, and the nation remains resolute on this path. While emphasizing the pursuit of its rights and interests—including through diplomacy—the Islamic Republic of Iran reserves the right to respond appropriately to any unlawful action.

5. The Islamic Republic of Iran calls on all responsible members of the international community to reject today’s illegal action by the three European states at the Security Council and to refrain from granting it any legitimacy.
