 Araghchi: Iran targeted for advancements in science and technology

Seyed Abbas Araghchi, Iran’s Foreign Minister, speaking at the 17th BRICS Summit in Brazil, outlined Iran’s positions on “strengthening multilateralism, economic-financial cooperation, and artificial intelligence.” He expressed gratitude to BRICS member states for condemning the aggression by Israel and the United States against Iran in paragraph 21 of the summit’s leaders’ statement.

In the Name of God, the Compassionate, the Merciful

Mr. President,
Excellencies,
Distinguished Leaders,
Ladies and Gentlemen,

It is an honor to address this significant gathering of BRICS leaders at a critical and defining moment for the global community.
We are convened here not merely as a coalition of nations but as champions of a shared vision to build a new, inclusive, just, and multipolar global order.
The Islamic Republic of Iran is proud to be a member of the BRICS family, a community representing the aspirations of billions in the Global South.

**A) Strengthening Multilateralism: The Foundation for a Just Global Order**
The current global order, rooted in unipolar structures and the dominance of a minority of powers, has failed to deliver justice, stability, and prosperity for the majority of nations. Unilateralism, resort to coercive unilateral measures, and selective application of international law have fueled regional instability and eroded global trust.
Iran firmly believes that BRICS must lead the reform of global governance. This includes:
– Strengthening the central role of the United Nations, coupled with support for structural reforms to better align with today’s global realities;
– Rejecting unilateral sanctions and coercive measures as tools of pressure against sovereign states. Iran, having endured unjust sanctions for years, calls for the establishment of a BRICS legal mechanism to monitor and counter such actions in international forums;
– Promoting South-South cooperation, empowering regional organizations, and fostering dialogue among nations to counter hegemonic narratives;
– Expanding the role of the BRICS New Development Bank (NDB) in financing infrastructure, energy, and technology projects in member states and other Global South countries;
– Enhancing energy cooperation through joint investments, technology transfers, and frameworks for energy security. As a major energy producer and strategic connector, Iran offers significant potential to diversify and link energy networks among BRICS members.

**B) Artificial Intelligence: Steering Innovation for Humanity’s Benefit**
Artificial intelligence is a transformative force in our era. However, without inclusive governance, it risks deepening global inequalities. Iran views AI as both an opportunity and a responsibility. To this end, Iran proposes the establishment of a BRICS Center for Artificial Intelligence and Emerging Technologies to pool resources, conduct joint research, and support innovation ecosystems and startups.

Dear Colleagues,
As I speak here, the people of Iran mourn their loved ones, including women and children, martyred due to the brutal aggression by the Israeli regime, supported, abetted, and ultimately carried out with the active participation of the United States.
This military aggression was solely because we pursued advancements in science and technology, namely peaceful nuclear technology. For two decades, Iran has faced maximum pressure, including economic sanctions, assassinations, and sabotage by the Israeli regime against our peaceful nuclear program. Ultimately, they resorted to illegal military force, in violation of the UN Charter and international law, to pressure Iran into abandoning its legitimate technological pursuits.

Mr. President,
Distinguished Representatives,
As developing nations, we must stand united in rejecting pretexts used by certain governments to deprive our countries of their fundamental rights to benefit from science and technology.

In conclusion, I express my gratitude to all of you for condemning the aggression by Israel and the United States against my country in paragraph 21 of this summit’s leaders’ statement.
