Baqaei made the remarks on X on Monday after the Iranian delegation left Switzerland earlier in the day, where it attended talks with representatives from the United States and mediating countries Pakistan and Qatar a day earlier. The Iranian delegation was led by Parliament Speaker Mohammad Bagher Ghalibaf, while the American side was headed by Vice President J. D. Vance.
“The delegation of the Islamic Republic of Iran is returning home after concluding intensive talks on the implementation of the provisions of the memorandum of understanding (MoU) on ending the war, signed on June 18, 2026,” Baqaei said, referring to the MoU signed by Iranian and US presidents, which followed months of negotiations primarily brokered by Pakistan and halted the war on Iran launched by the US and Israel in late February.
The spokesperson said the Swiss talks, which focused on Articles 1, 5, 10, and 11 of the MoU, began on Sunday morning at Lake Lucerne in Switzerland and continued into the early hours of Monday.
“Under the joint statement issued by the mediating countries, Qatar and Pakistan, and drafted in consultation with Iran and the United States, implementation mechanisms were established to monitor compliance with the MoU. It was also agreed that expert- and technical-level talks would continue to facilitate the effective implementation of the agreement to end the imposed war,” he added.
“Under Article 13 of the MoU, negotiations on a final agreement can begin only after the implementation of Articles 1, 4, 5, 10, and 11 has commenced and is sustained,” he wrote.
“Accordingly, the understandings reached during this round of talks—particularly on Article 1, concerning the cessation of the war and Israeli military operations in Lebanon through the establishment of a conflict management mechanism involving the parties and the Lebanese government, as well as Article 10 on Iran’s oil and petrochemical exports and Article 11 on the release of Iran’s frozen assets—will help facilitate the implementation of the parties’ reciprocal commitments,” Baqaei noted.
He stressed in his post that “the guiding principle remains ‘commitment for commitment.’ While closely monitoring the implementation of the other side’s obligations, the Islamic Republic of Iran will use all available means to ensure that those commitments are fully carried out.”
