The Islamic Revolutionary Guard Corps (IRGC) says it will not initiate attacks on infrastructure, but if the enemy does, it will respond in kind.

The Khatam al-Anbiya Central Headquarters has issued a statement announcing its list of targets.
The full text of the announcement is as follows:
In the event that U.S. threats against Iran’s power plants are carried out, the following punitive measures will be taken immediately:
1. The Strait of Hormuz will be completely closed and will not reopen until our destroyed power plants are rebuilt.
2. All power plants, energy infrastructures, and information and communications technology (ICT) facilities of the Zionist regime will be extensively targeted.
3. All similar companies in the region with American shareholders will be completely destroyed.
4. Power plants in regional countries hosting U.S. bases will be considered legitimate targets.
Everything is prepared for a “grand jihad” aimed at the complete destruction of all U.S. economic interests in West Asia.
We were not the initiators of the war and will not be the initiators now, but if the enemy damages our power plants, we will do whatever is necessary to defend the country and the interests of our nation, and the uninterrupted process of destroying the stated targets will begin.
