In the course of these assaults, on Saturday 2026 March 28 the Leader of the Islamic Republic and his family members (along with his 1.5 years old granddaughter), were targeted and martyred an act that represents a grave and flagrant violation of a nation’s sovereignty and territorial integrity and runs contrary to the fundamental principles of international law, including the prohibition on the use of force enshrined in Article 2(4) of the Charter of the United Nations. These attacks come only months after the first round of strikes in June 2025 and have occurred once again while Iran has been engaged in a process of diplomatic and peaceful negotiations with the United States regarding its nuclear program.
Early morning, 2026 February 28, Israeli strikes targeted multiple locations across Iran, including residential neighborhoods and civilian facilities. These aggressions resulted in the deaths and injuries of numerous civilians—among them women, children, and elderly citizens—and caused extensive destruction in areas that are clearly civilian in nature.
According to available reports, since the beginning of these attacks on Saturday, 29 provinces across the country have been affected, and at least 180 cities have come under assault. A total of 9669 residential and civilian units have been damaged or targeted, while 1617 commercial units have been completely destroyed. In addition, 32 hospitals and rehabilitation centers, and 13 center for Red Crescent Society have been affected by the attacks, and three hospitals have been entirely destroyed.
The human cost of these attacks has been particularly severe among children. Among the injured, at least 339 are under the age of 18 and are students, and more than 40 injured children are under the age of five. Reports also indicate that around 210 of those killed were under 18 years old, including 165 students who lost their lives in the attack on a school in the city of Minab. At least four children under the age of five have also been killed. Overall, the total number of those martyred in these attacks has reached nearly 1,300 people.
Attacks against residential areas, schools, hospitals, and humanitarian facilities raise serious concerns under international humanitarian law. The reported strikes on medical centers and educational institutions may constitute violations of the Geneva Conventions of 1949 and their Additional Protocols, which establish the principles of distinction, proportionality, and precaution in armed conflict and provide special protection to civilians, medical personnel, hospitals, and civilian infrastructure. Deliberate or indiscriminate attacks affecting such protected objects may amount to serious breaches of these norms.
The large number of child victims is particularly alarming. International law provides special protection to children in situations of armed conflict, including under the Convention on the Rights of the Child (CRC), especially Article 6 on the right to life, survival, and development, Article 19 on protection from violence, and Article 38 concerning the protection of children in armed conflict. Furthermore, the targeting or destruction of schools and educational facilities is inconsistent with international commitments aimed at protecting education during conflict, including principles reflected in the Safe Schools Declaration and related international humanitarian law norms.
In light of these developments, civil society organizations call upon the international community and relevant international bodies to take immediate and concrete steps. These should include the establishment of an independent and impartial international investigation into alleged violations of international humanitarian and human rights law; urgent diplomatic engagement aimed at preventing further attacks against civilian populations and infrastructure; strengthened monitoring and reporting by relevant UN mechanisms concerning the protection of civilians, particularly children; and the mobilization of humanitarian assistance to support victims, including medical care, psychosocial support for children, and the reconstruction of damaged hospitals and schools. Ensuring accountability for violations and reinforcing the protection of civilians—especially children—must remain central to international efforts to uphold the rule of law and safeguard regional and international peace and security.
