The head of the Center for Political and International Studies at the Ministry of Foreign Affairs has said the “front of terror” has failed to achieve its objectives against Iran, stressing that the country remains determined to hold those responsible for terrorist acts accountable.

Speaking at an event marking the International Day of Remembrance and Tribute to the Victims of Terrorism on Saturday, Saeed Khatibzadeh said the developments Iran has faced over the past year and several months represented a clear example of a “front of terror” targeting the country.

He said those behind the attacks had expected that targeting Iranian officials, military and security personnel, political figures and creating fear among the public would lead to political and social collapse. However, he argued, Iranian people, officials, Armed Forces, and diplomats had remained committed to their duties and resisted the pressure.

Khatibzadeh also called for the establishment of a “Topography of Terror” or “Tehran Museum of Terror” to document the names and stories of victims of terrorism in Iran, saying the consequences of terrorist acts would remain part of history.

Addressing economic pressure on Iran, he argued that economic terrorism was as destructive as violent terrorism because ordinary people could become its unintended victims. He added that repeated attempts to weaken Iran had failed to produce the outcomes anticipated by its adversaries.

Khatibzadeh further criticized the declining role of international law in global relations, arguing that some powers had increasingly prioritized the use of force over international rules.

Referring to US President Donald Trump’s “peace through strength” approach, he said it represented, in his view, an attempt to advance hegemony through power rather than adherence to international law.

Despite these challenges, the deputy minister said Iran would continue pursuing the rights of victims through the international community and diplomatic channels.

He pledged that Iran would continue its efforts to ensure that perpetrators of terrorist acts would not go unpunished, adding that countries committed to shared human values would continue working to uphold international principles.

The event also featured the unveiling of the 2025 Report on Terrorism in Iran, with officials emphasizing the humanitarian and human rights dimensions of terrorism and its consequences for societies.
